Why do Ubuntu releases keep old versions of software ?

I know what this is, but I am looking at any official documentation that clearly explains it.

Can someone point me to official documentation (or community docs) explaining this ?
Once again, please don' t explain in lenght and detail why this Ubuntu keeps " old" software versions after it' s released. I am looking for OFFICIAL DOCUMENTATION that explains it.
