Did you try Cheese? It's a program which can record your webcam, or take pictures with it. If it works with Cheese, it should work in other programs either. You can install cheese by going to a terminal and type 'sudo apt-get install cheese' or just go to the Ubuntu Software Center and install it from there. Or if you're using an older Ubuntu version then 9.10, go to Applications -> Add/Remove programs.

I don't know what you want to do with your webcam, but Cheese is a good program to test whether it's working.

An other thing; I don't suppose the webcam should appear in Places\Computer. At least mine doesn't.

And you won't need to install drivers for webcams. It either works, or doesn't. Most webcam manufacturers don't make Linux drivers -.-' Although I'm not fully sure about this. You might get your webcam working after a lot of pain if it doesn't work out-of-the-box.

This command shows the current USB devices that are connected:

lsusb

You might want to try that command to see if your webcam is listed.
Another thing you might try is going to Places -> Computer -> Filesystem -> dev and check whether video0 exists.
If video0 doesn't exist and your usb webcam does not list in lsusb, then I think you are screwed.

is it a webcam or normal digital camera
only digital camera will appear in removable media under places
and you can install cheese which is working fine with almost all types of webcam
just type sudo apt-get install cheese in the terminal and it will do the rest.
and this program will be under applications>sound and video
or
type cheese in the terminal to run the program
