Error: The language support is not installed completely

After a distribution upgrade from Jaunty 9.04 to Karmic 9.10, I get an error message "The language support is not installed completely." When I investigate, I find that the package "gnome-user-guide-en" is missing, and I am given the option to install missing language components, but this does not fix my issue.

I close the language management menu, and open Synaptic, searching for "gnome-user-guide-en", which I find. It does not let me install, because of the following error: "Package gnome-user-guide-en has no available version, but exists in the database. This typically means that the package was mentioned in a dependency and never uploaded, has been obsoleted or is not available with the contents of sources.list"

It should be noted that there is a similar package called "gnome-user-guide" that is installed.

How should I proceed, so I don't get the error message saying "language support not installed completely" each time I boot up?

Further Troubleshooting: Added a second language (French) to the system, logged out with French-language active, logged in, removed English-language, then re-installed the English components after a restart. Set English(Canada) back to default for login screen, and gnome menus. Logged off/Logged in to commit the changes.

Same error occurs in Gnome language management: "The language support is not installed completely.," and when you select details, it is asking to install "gnome-user-guide-en" which cannot be installed via Synaptic because of an error discussed in my previous message.

(Went as far as to scrub French-language from the system, just to be sure something was not amiss, but I was more concerned with removing and replacing the English-language database. This method did not fix gnome wanting to install "gnome-user-guide-en" when Synaptic is complaining the package has no version information and is not able to be installed.)

Usually when you open
system administration -> language support
it will request to install missing language packages.

The package
gnome-user-guide-en
is available in Karmic Universe repository, hence you need to enable it e.g. via
system administration -> software sources

system administration -> Synaptic -> Preferences -> Software Sources
