Are you using router or direct connect? If you are connected directly to your dsl modemm then you will use wired connection.

this is how you need to do the configuration
system>preferences>network connections>wired
name Autoeth0
MAC Address: whatever is ther something like 00:08:A1:45:DD:02
MTU: Automatic
apply and quit.
That should solve all the problem...dont go through pppoe configuration just follow the normal configuration with network connections package
Hope you solve the issue by that....
Thanks

no Gajendra it is not required...drivers are installed with the Kernel and built in OS it will detect and configure everything you need to simply sit and watch it is that easy...I also have same bsnl connection and using it since ubuntu 6.04 initially 4 yrs back faced the problem but after that things have become so easy your drivers are installed and configured automatically....
for reference you can look into question #105829 similar case and lot of info i have posted there. here is the link

are you sure your lan card is ok ? have you verified on windows ?
that could be one reason for hw not responding.....
in terminal type ifconfig etho and give the output.

Can you help with this problem?
