how can i install gujarati language in my work places

how can i install gujarati language in my ubuntu 8.4 version
which is locked by the niit people i think so

I'm not sure about 8.04 and issues with niit .. but i think in any case you can go to Menu > System > Administration and select Language Support. You could click on Install / Remove Languages ... button and select Your needed language and check needed components.
