ubuntu essential tools not installed by default?

hi there ,
i am new into ubuntu linux, i installed it on xp machine via vmware virtual machine
every time i try to install any system tool through add/remove programs or synaptic package manager, the system try and download files from internet, no matter that the tool is primitive or essential,
is this a normal thing in ubuntu, or its because i used in virtual machine, because if its regular thing then, its extreamly unpractical , i read about repository packages, but it make sense for accessories and addons not for essential utilities like gnome-netowrk-admin, wich according to this post https://answers.launchpad.net/ubuntu/+question/55745
it supposed to be in my system but i checked it and couldnt find it , is it my ubuntu installation cd, i didnt have such problem when i was using opensuse,

I don't understand your problem too, if you're looking for the network tools they are installed by default in ubuntu, just go to system->administration->network tools to configure your network connections go to system->preferences->network connections. ALL the necessary stuff is installed by default and other software is available via applications->ubuntu software center and/or system->administration->synaptic package manager

ok i will put it that way;

see I use the live cd to use ubuntu environment because its to handy (for once I thought that!), at which I couldn't configure my internet access requirement because network manager applet doesn't work for me, and in the case of virtual machine, ubuntu vm is using the host resources which is already configured in windows
the network menu item gives you the ease of setting different kind of internet access, but unfortunately its not preinstalled with ubuntu and when you try to install it from add/remove you get " you must have a working internet connection " because this package is "canonical community supported" which is kind of pickle 'cause you remember I dont have one because I can set one

In windows XP box, I would go from network connection > create a new connection then the new connection wizard pops up I choose connect to the internet > set up my connection manually > connect using a broadband connection that requires a user name and password > isp name > user name : password >finish. Its the only way to go because my ISP requires that.
I desperately searched a lot of forum posts, And did my own too but no help, some of feedback suggest that I should download the network-config package separately and install it but all the packages up there is command line based , you get your GUI version when you use add/remove wizard and update your system,

I became too frustrated and sick of it, because let face it with all these super dopers Swiss knife utilities shipped with ubuntu the "elite" developers have overlooked a lot of essential utilities and let it be available separately only online (another one that I can think of is NTFS configuration utility) I wonder how ubuntu gets all its popularity with all that hassle.
