Gnom panel confuses its content after reboot

I use Karmic with gnome.
I customized my panel adding many application launcher icons
organizing them in a way that was logical and to me.
Many times after rebootn the order of the icons are changed,
the conent of the panel got completely confused,
even if the items were locked to the panel.
Is it the common behaviour of the gnome panel?
What is its reason?

Not really, at least for Karmic.

Maybe try to set this key value in gconf-editor
/apps/panel/global/locked_down = true

You could also experimental change the pixel size of the panel, maybe it helps.
In case notification area also is concerned,
