how to stop restarts

owner@owner-desktop:~$
system has been up this long how do I stop updates from restarting my machine?

Updates will not restart your machine. The restarts have to be authorised by yourself. The system will not just randomly keel over after updates etc.

I underdstand that but when it says restart needed is it always needed?

You will ONLY need to reboot to boot to a new kernel. If you don't then the current kernel will remain running, next boot the latest installed kernel will boot (this is default in Ubuntu)

You might need to restart services if they've been updated too, and definitely have to if you want them to take advantage of the updates.
