Ubuntu Lucid alpha 3 has not been released yet; it will be in a few days. For now, use alpha 2 and use the online updater to get the latest packages.

The Alpha 3 is currently in ISO testing, and has been this week. Use the Alpha 2 if you want a slightly more stable environment. The daily testing build can be downloaded from http://cdimage.ubuntu.com/daily-live/20100224.1/ if you want bleeding edge. I'll warn you though that this version has several bugs reported in the ISO testing tracker.
