can i direct download deb file from launchpad?

my pc doesn't have internet connection. so when i want to get ubuntu application, i download it via internet cafe.

sure, just go to:

http://packages.ubuntu.com

If the web cafe uses Ubuntu you can tell apt to only download the packages (if the guys will let you run sudo) (doubtful) or on another web accessible ubuntu system, you can then use aptoncd or simply copy th debs in /var/cache/apt
