Is the Costa Rica Team an approved LoCo? Costa Rica is not listed in the approved section of https://wiki.ubuntu.com/LoCoTeamList. Approved LoCos are able to procure hosting.

Approved LoCos are given keys to change their DNS records. From that, a team needs to be approved to make any changes to the domain.
