get rid of hibernate and suspend button for all users

Hi
I 'm using an ubuntu box as a xdm server.
I'd like to preconfigure the desktop of my users as well as to forbid them to use hibernate and suspend buttons.
ubuntu-tweak does the trik for one user but is there a way to apply it to all users?

Ubuntu Tweak can disable hibernate and suspend buttons when you exit your system by clicking "System"->"Exit...".
Do you mean this?
