This is a issue regarding Ubuntu Translations (ubuntu-translations), not Rosetta.

If you need more info feel free to contact me and we can discuss about how translations are enabled in Launchpad Translations

Adi Roiban suggests this article as an answer to your question:
FAQ #603: “Why package “X” from Ubuntu is not available for translations in Launchpad?”.

Thanx, sorry for not reading the FAQ.

The message Launchpad displays when a package does not have translations could give a hint regarding the status of non main/ packages, so people will know not to bother with these kinds of questions :)

It would be nice, but right now the normal workflow is to translate only those templates listed here https://translations.launchpad.net/ubuntu/karmic/+lang/ro

Also those packages are not available for translation due to a policy in Ubuntu Translations, not because Rosetta can not handle them.

Cheers
