This is a issue regarding Ubuntu Translations (ubuntu-translations), not Rosetta.

The message Launchpad displays when a package does not have translations could give a hint regarding the status of non main/ packages, so people will know not to bother with these kinds of questions :)

It would be nice, but right now the normal workflow is to translate only those templates listed here https://translations.launchpad.net/ubuntu/karmic/+lang/ro

Also those packages are not available for translation due to a policy in Ubuntu Translations, not because Rosetta can not handle them.
