Taking over a project from an inactive manager

Hi there,
The current manager of my language's (Cornish (KW)) project is inactive and has been for years. Is there any way I can take over as manager of the translation project?

Hi!

I see that you were accepted as a member of the team on 2022-04-28. With that you have access to submit Cornish translations to packages at Launchpad.

So I'm not sure why you ask. There are cases where the owner/administrator(s) of a team are unreachable, so new translators can't join the team. But that seems not to be the case here.

Please clarify.
