Where is relevant .pot file for bootloader.po?

language-pack-ru-base has outdated translations for initial boot screen. I have found something similar in the package in file bootloader.po. I am curious which tool builds languages packs and where is the correct place to add new translation for boot stage?

Can you please explain more precisely which screens/strings have outdated translations?

Nevertheless, the first screen of boot-loader on .iso images has untranslated strings. Look at the screenshot in my original question.

This is happening because the template is outdated, but I do not understand which source package contains original strings and how to update the template. Also I believe to have a brief explanation of an updating process in README of language packs would be good idea.

I can't tell either how to update that POT file. Submitted a bug report.

A README in the language packs wouldn't be very helpful. Those packages are created automatically, and simply contains the LP translations.
