Thanks for your request.
To establish Mon as a language in Ubuntu, a Mon locale needs to be present in glibc, which it's currently not. Probably that locale would be mnw_MM.
You can request the creation of mnw_MM via a bug here:
https:/
Also, here is a page with various requirements and tips for a new Ubuntu language:
https:/
But I would suggest that you start with the locale. That's the 'heavy' part. Providing a patch will probably increase your chances to have it created in due time, but in any case you'll most likely need to answer some questions from the glibc maintainers.

Good.
Please don't hesitate to ask further questions along the road. I would recommend that you subscribe to the ubuntu-translators mailing list and ask possible further questions there.

To start translating, the mnw language needs to be added to Launchpad. So you should submit a request about that following these FAQ guidelines:

You may want to check out this request, which is the latest request for adding a new language I'm aware of:
https:/
It includes an example of information about plural forms.
On your other question I submitted a link to an applicable gettext page.
