I need to create a new locale for Caqchikel

I have a team of translators, CAqchiquel is a Mayan language and Mozilla Firefox is being used too. Ubuntu can work in some Guatemalan regions, please advise me for the first steps on hits.

Btw we would like to have a BASE from Spanish instead of English, this will make a faster translation process for us.

I assume that the first step must be to add Caqchikel to the list of languages for Launchpad.
I suggest that you create a question on Launchpad itself to define that language.
Are there plural forms in this language, if yes, what are the criteria (e.g. 0 and 1 is one form, >=2 the other one)?
