Kabyle locale for Ubuntu

hello,
We want to create a translation team for Ubunut like we did it for Odoo but we found that a project has been initiated since many years ago but without any important translation.
Please, can we create a new translation team and localization for our langage?
We have already a done translation (almost 40% of entries).
We are a team of developpers, a lexicologist and a linguist.
