pdf document-translate protuguese to english

Have received 2 PDF documents from Portuguese government and usually I 'copy & oaste, but I have not been able to do this with these documents. How can I get a translation.

You shouldn’t ask us, we’re not the creators of those PDF files.

Not every PDF file has copy/paste-able text — many PDF documents are just scannings of existing printed pages.
