Basically, it should be a matter of:
* Renaming the team to ubuntu-l10n-ug
* Making the subscription policy Moderated
* Adding translation guidelines
* Having a communication channel for the team (e.g. a mailing list)

What you see is due to your team hasn't been appointed to Uyghur language in Launchpad for Ubuntu, when you finished doing things listed above by David please ask for appointment here, after the appointment is done, you'll be able to translate.

That's due to the change of policy of the Ubuntu Translations project.
In order to improve the quality of translations of Ubuntu and to have a
clear point of contact for each language's translations, we only allow
translation teams in the ubuntu-translators group to translate Ubuntu.
The Uyghur team needs to be appointed in the ubuntu-translators group to
be able to further translate.
For a team to be appointed as responsible for a language, it has to
fulfill the requirements I was mentioning in

The document is detailed, but the steps are quite easy and will help
ensuring that translation teams are run better.

You got the error message because you seem to have a mailing list, and
the mailing list needs to be either removed or migrated before renaming
the team.
I do not see a mailing list displayed at
https:/
request for an admin to remove the mailing list to allow you changing
the team name and I'll let you know.

change the Name from 'ubuntu-uyghur' to 'ubuntu-l10n-ug', and press the 'Save' button?
Does that not allow you changing the team name? Do you still get an error message (and if so, which error message)?

Hi Gheyret,
Thanks for the screenshot. That helped clarifying the problem.
It seems that the team's mailing list in Launchpad was deleted, but not purged, which is why the team could not be renamed. This has been solved now, so you should be able to rename your team.
Please let us know if you can rename it now.

Hi David,
I renamed 'ubuntu-uyghur' to 'ubuntu-l10n-ug'. and I created mailing list named <email address hidden> for the "Ubuntu Uyghur Translation Group". Now I am writing translation guidelines in Uyghur. I changed Subscription policy to Restricted Team.
But, I have some problems yet,
1. When I open https:/
there is a message like
"There is no team to manage Ubuntu <https:/
2. I cannot start translation, because no input box appeared.
3. In the page https:/
The page says text direction of Uyghur is left to right, it is not correct. text dierction of Uyghur is right to left. can you correct the error?

That's because we still haven't appointed the Uyghur team to be
responsible for Ubuntu translations

I have now appointed the Ubuntu Uyghur Translation team as responsible
for Ubuntu Uyghur translations.
Welcome to the Ubuntu Translators group!
Some final details:
1. As the team coordinator, could you please subscribe to the
mailing list announcing the appointment of the team, as
explained in the "After the team has been accepted" section in
[1]?
2. You have added the team information in Latin script in
Launchpad, but please, do feel free to use the Arabic script or
whichever one is best for your translators and users.
3. Are any of these documents [2] [3] the translation guidelines?

4. I see you have created a Launchpad mailing list for the team.
While it is valid, we generally recommend creating an official
Ubuntu mailing list [5] for translation teams. The reason we do
not recommend the creation of Launchpad mailing lists for
translation teams is because we encourage a model in which only
a few translators (the team members in Launchpad) can act as
reviewers, while everyone with a Launchpad account can submit
the team can subscribe to the list. I don't want this to be a
blocker, so I've requested the creation of an Ubuntu mailing
list for you [6] and you can use the Launchpad mailing list
until it is created. After that, I'd like to ask you to delete
the Launchpad list and use the Ubuntu one instead.
