A translation GROUP, is a group of translation teams.
For example we have the Ubuntu Translations Group comprised of all Ubuntu Translations teams, one team per language.

A translation TEAM is comprised of persons assuring the translations quality from Ubuntu for a specific language.
Everyone can suggest translations for Ubuntu and members of Ubuntu Translations teams will review the suggestions and approve or correct them.
