I would like to create a man page repository like the ubuntu one, is this allowed possible?

Hello,

Is it possible to create small man page repository that resembles the http://manpages.ubuntu.com/ website?
Can the man pages be automatically generated in html format and each page displayed like they are in http://manpages.ubuntu.com/manpages/focal/man1/0desktop.1.html ?

I see https://launchpad.net/ubuntu-manpage-repository states:

To create a set of scripts that can generate a complete repository of all manpages in Ubuntu distributions, marked up in an HTML format, indexed by Google, and hosted on a webserver.

Is the set of scripts available to use freely and if so are there any initial instructions/steps?

I have been playing around with man html conversion and even pandoc, but the html formatting/styling is very basic.
