/usr/lib/udev/rules.d should be /lib/udev/rules.d

What you’re trying to achieve:
$ man udev
udev(7)
....
The udev rules are read from the files located in the system rules directory /usr/lib/
What happens:
ls /usr/lib/
ls: cannot access /usr/lib/
What should happen:
ls /lib/udev/rules.d
40-crda.rules 66-xorg-
....
