While I see that the cloud-initramfs-tools doesn't handle the case of a missing /etc/fstab I'm trying to find the situation that it's a valid use case to not have an /etc/fstab at all?

It looks like we've addressed other bugs by making sure an empty file exists:
https://bugs.launchpad.net/ubuntu/+source/livecd-rootfs/+bug/1877078

and that https://systemd.io/DISCOVERABLE_PARTITIONS/ states that it's not expected to not have the file at all.

We can look into addressing not having the file but it feels like it's just moving the issue around and something else can break with this assumption and we should have /etc/fstab, even if it's just empty.
