Ubuntu JeOS meant for host or guest operating system?

Is Ubuntu JeOS meant to be working as a Host operating system or as a Guest?
Because I've noticed some days ago that it can't boot using the default option of SCSI hard disk drive.

So what's the deal with having an operating system for virtual machines if it can't be installed on VMware Server?
(that is, unless it's meant for Host purposes)
