What issues should I also report upstream?

I know (as I was also told recently) that big feature requests should probably be requested upstream as well as here, however what other things should also be reported upstream? What sort of reports should just be downstream, and which also upstream because I know that not all are right for upstream?

Hi Nikita,

You can file feature requests under the Ubuntu GNOME project and bug supervisor will advise whether the report should go upstream.
