I still have this issue using libpam-systemd 202-0ubuntu7~ubuntu13.04.1 which I suppose should include the fix. I'm attaching a apport-cli report.

Issues
* Do not suspend when closing lid
* Do not suspend or shutdown when using menu

Works
* sudo shutdown -r now from terminal reboots fine
