Adding Arabic characters

Hi,

In 2015, the Arabic version of Ubuntu font has been released:
https://launchpad.net/~ubuntu-typeface-interest/+archive/ubuntu/ubuntu-font-testing-ppa/+packages

As you can see, so far it's in a testing ppa.

Why it didn't merged yet to the main project here?
