Unable to install Q2'19 Intel Platform Update (Hot Fix Release) on Lenovo X390

Ubuntu Software shows that the Q2'19 Intel Platform Update (Hot Fix Release) is available for install on the machine.
The fwupdgr shows the same:

Installing the update appears to stage it correctly, and when rebooting the device the update is found on the Lenovo screen.
It reboots as expected, and comes to a screen saying to press a key to continue.
The machine boots as expected, but the update is not installed, and is being presented again.
