Feedback on the Dell Latitude 3490 - Loki-L 14

i am facing boot failure. I had tried recovering with image provided by DELL but after shutdown the laptop goes to boot failure. I need to know whether i can install the latest ubuntu18 in my laptop, if so what about my touch drivers??
