BUT is a XEON

Right now I can enter WiFi passwords, they can be displayed and re-entered, but in the next display request (when it failed to connect) the display shows them messed up in a consistent pattern (on some networks). Although the networks are discovered, they cannot be logged into. Ethernet works.

We do have one config certified with Xeon CPU

It sounds like you're running a pre-install Ubuntu on this system.
Can you first try to update your system. If this issue still exist:

1. Run "tailf /var/log/syslog" in a terminal (ctrl + alt + t) and hit enter several times for push current content up
2. Try to connect to the WiFi AP that will fail
3. The terminal in step 1 should filled with message outputs, copy the newly generated one (after those enters) and paste it somewhere like pastebin.ubuntu.com and then update the result here.
