Graphics driver on the Dell Latitude E6540 (Ubuntu 16.04)

On the above laptop model, I can use only the intel graphics card and not the ATI one. This happened when I switched from 14.04 to 16.04. During boot I read

VCE Init error -1

Any suggestion? Thanks
