Solution found:

1. reset the bluetooth in BIOS
2. enable all with this terminal command :

~$ rfkill unblock all

You can check the status of your bluetooth device with the command :

~$ rfkill list

You should see this type of display :

0: hci0: Bluetooth
 Soft blocked: no
 Hard blocked: no
1: tpacpi_bluetooth_sw: Bluetooth
 Soft blocked: no
 Hard blocked: no
2: phy0: Wireless LAN
 Soft blocked: no
 Hard blocked: no

Now, with 16.04, my T510 bluetooth works. The device does not appear in the new "bluetooth" applet in "system parameters" , but bluetooth manager in menu bar (upper right corner) still works.
