Brightness problem in Ubuntu 14.04.1 on Dell Inspiron 5521

I have recently upgraded Ubuntu from 12.04 LTS to 14.04.1 LTS on my Dell Inspiron 5521. Problem I noted is that the brightness of the video display is very low. However, changing the display setting either by the "System settings... > Brightness & Lock" OR by using the F5 key on the keyboard DOES NOT work. This WAS working perfectly before the upgrade to the problem is with the new version of Ubuntu.

The certification for the Video for 14.04.1 LTS for Dell Inspiron 5521 should be revoked until this problem is fixed. I've searched the Internet and it appears that the issue with the driver in Ubuntu.

For anyone considering upgrading to 14.04.1 should be BEWARE !!

Hello Adnan,
If your brightness control does works in 12.04 / 12.04.1 / 12.04.2, and not working now in 14.04 (3.13 kernel), it might because of the Win8 capability in the BIOS, for detailed explaination please refer to comment #5 in https://bugs.launchpad.net/ubuntu/+source/linux-lts-trusty/+bug/1354313

Workarounds could be found in comment #3 and #6.
Also, it's expected to be fixed in 3.16 kernel (14.10 Utopic) without any tweak.

On the certification perspective, since this system was not certified with 14.04 yet, and it's certified with the pre-install version, there is no need to revoke it.
