I could not install a mobile Broadband and many other programms

I received laptop on Govt. Scheme that having Ubuntu window. The problem is I haven`t access to Wi-Fi so I need to install a mobile Broadband Evo 3g which I couldn't install.
Moreover. I couldn't install any other program.
I request you kindly help me out otherwise I'll have to change to other window.

Also, we do not certify things like external Broadband dongles and other peripheral devices and have not tested them to verity their functionality.
