256 colour support / xterm-256color emulation

I've successfully configured xterm to support 256 colours and Terminator seems to support it, but I can't get it to advertise the fact.

No matter what I try, a 'tput colors' returns 8 and an 'echo $TERM' returns xterm. As I've said I successfully configured support in xterm itself and it seemed I just needed to set 'emulation=xterm-256color' however this errors with "*** VTE ***: Failed to load terminal capabilities from '/etc/termcap'"

I've searched but with no success is it possible and if so, how.

I'm not sure what's necessary other than telling applications to use 256 colours - e.g. I just have "set t_Co=256" in my .vimrc and VIM uses 256 colour themes correctly.
