Reorder Items

I can drag-drop items to move them between different levels and branches in the task tree, but that does not work to rearrange or reorder items on the same branch. (It kinda looks like it would, but when you 'drop' an item, it returns to its original position)
So how do I rearrange tasks at the same branch/level. Yes, I went to

I quickly discovered the "Manual ordering" option under View -> Sort earlier. Finally figure out I also had to turn on a "Manual ordering" column.
Suggest feature that this should not be necessary. If sorting is off, I think you should be able to just drag-drop the items.
