There's no automatic migration. I don't know what LifeBalance is. But you can import CSV and Todo.txt formats, so you could maybe partly do that if LifeBalance can output those formats. Otherwise, it's just a manual process.

LifeBalance is a groundbreaking task manager that was abandoned by its developers. I have an enormous amount of data locked away in my legacy version.

Theoretically, it can export CSV. I expect this solution would entail a lot of cleanup, though.

I'm not sure why this was put back to "open" status, but there is no further answer possible. I'm not just someone offering a suggestion and wondering what else is out there. This is the official answer. Todo.txt and CSV are the only options. It will require manual clean-up. Sorry we don't have more.
