Task Coach does not support fully manual ordering exactly, but you can sort by whatever parameters.

There are some feature requests about this:
https://taskcoach.uservoice.com/forums/26465-desktop-version-windows-linux-mac-of-task-coach/suggestions/289031-better-control-over-task-order

https://taskcoach.uservoice.com/forums/26465-desktop-version-windows-linux-mac-of-task-coach/suggestions/881243-draggable-drag-and-drop-task-position

But the answer for now (and maybe it is really just the answer period) is:
sort by priority
then you can rearrange the tasks by just increasing and decreasing the priority. You can even select several tasks and once and use cntrl-I for "increase" cntrl-D for "decrease" priority. (command not cntrl on mac). Note: priority in Task Coach is NOT some fixed rigid range, it is infinite and goes both negative and positive. Thus, it effectively works to allow you to adjust everything however you like, although you should keep zero as neutral because new tasks will start there.
Using priority means you can resort things later and still easily return to priority sort.
The parent will be sorted in the overall by the highest priority subtask if that is higher priority than the parent itself.

Cheers
