Why can I not mark this task completed?

If you have a task and no matter how often you mark it completed, it stays active (blue led) or inactive (grey led), then it is probably a recurring task. If you didn't want this particular task to be recurring, double click the task to edit it, go to the dates tab and set the recurrence of the task to none.
