VDU state change notification

Is there anyway by which I can registered for VDU level state change notification? Specifically I want to explore ways using which I can get notified about new VDU being spawned (because of scale-out operation) or VDU getting deleted (scale-in operation).
Notification could in the form of calling a predefined webhook.
