Can Tacker stable/mitaka run on an OpenStack Liberty site?

I would like to support the stable/mitaka release of Tacker on both a Mitaka and Liberty OpenStack site. I've looked through some of the mitaka Tacker code and did not see any show stoppers off hand but thought I would ask the experts.

One primary reason for this is to support a single TOSCA format/parser and a secondary reason is for all the new capabilities (multi-VIM, tenant selection, EPA, networking, ...). I was able to patch the Liberty code to support the --tenant-id switch for the 'tacker vnf-create' command, but would really rather not try to attempt any other tweaks.
