rsync copies unmodified files

I have a Starling Netbook with Ubuntu 11.04. When I rsync from the netbook to a usb drive it copies lots of unmodified files. I have tried the usual fix of using the --modify-window option on rsync and it still copies the unmodified files. Is there a way to fix this? Thanks.

Which files are you rsyncing to the flash drive, and where are they stored? Is there any metadata in the file that may have changed? if there is any chance that the file was updated rsync should copy them over.

Are there any known-unmodified files that aren't being copied over?
