I don't know the exact ways the Japanese translation team works, but you could try and see if the wiki page at https://wiki.ubuntulinux.jp/Develop/TranslationGuide answers the question. People in the Ubuntu Japanese Translators team ( https://launchpad.net/~ubuntu-l10n-ja ) should also be able to help you further.
