How do you build deb files?

I am trying to build a deb file from source but I am not entirely sure how to do so.

I'm trying to reverse engineer the process using this documentation http://tldp.org/HOWTO/html_single/Debian-Binary-Package-Building-HOWTO/ but its not clear to me.

Could you possibly provide some instructions?
