Language Settings won't save

When I select portuguese Brazil, or any other language, and their respective keyboard layout, it appears to save this change, but, when I close the app, the settings aren't saved. So, I'm forced to live with English System menus. I searched into internet but some scripts that I found doesn't apply to Freya.
