What is this login pop-up screen which appears when theere is not Internet connection?

Whenever there is no Internet connection a pop-up screen appears, sometimes more than one pop-ups do appear which probably try to reach elementary.io or something like that. (http://i.imgur.com/IKrlTZa.png)

The thing is I have not triggered it and I don't know how to deal with it or so.

Many free WiFi hotspots require you to agree to some terms, pay, or otherwise keep you on an internal website until you have done what it has asked.

The popup is meant to catch those situations by performing a simple test (that is checking the response from http://connectivitycheck.android.com/generate_204) and opening an arbitrary webpage to be redirected to the hotspot's internal website. As it doesn't matter what that page is they've used the elementary homepage.
