Swift 1.4.3 Quotas

Does swift 1.4.3 version have Quotas feature? I've seen the Quotas option in Dashboard but it doesn't work. If there is a Quotas feature, where to configure is?

Another question is, how to create private container in swift 1.4.3 (or with Dashboard), It seems that the default creation of container just create a public container ?

I 'd appreciate it if anyone could answer my question.
