I have noticed rev=canonical a couple of weeks ago, but I think that:
a) it should be a standardized, properly documented description of rev=canonical usage first. There are currently a LOT of suggestions and solutions, one of them is: http://revcanonical.appspot.com/
b) the URL shortening services should check for rev=canonical on their own (like liip.to does).
c) the API of revcanonical.appspot.com is really useful, but I simply don't want to depend on a web application each time users want to shorten a link.

Bottom line is I have to wait for (a) and/or (b). :)
