Cannot open deb file for the Stellarium program, What else do I need to install?

I run Windows XP. I have downloaded the stellarium-0.10.1-i386 exe file. But when I want to run that file, it says there is no associated program on the PC with which to run that exe file (deb file) what else should I install in order to be able to run the exe?

This is not the right file for you for two reasons: it is a package for Debian, not a setup executable for Windows, and it is for the old version (0.10.1 instead of 0.10.2).
